Meet the Commissioners

The Harnett County Board of Commissioners are the governing body for the entire county. Responsibilities include overseeing the budget, zoning and planning issues, promoting growth, and improving the quality of life for citizens of Harnett County.

Barbara McKoy, Commissioner

Barbara McKoy was elected to the Harnett County Board of Commissioners in 2014 and re-elected in 2018. She represents District 1. Mrs. McKoy lives in Lillington, NC. She is married to Willie E. Mckoy and together they raised two sons, Victor McKoy of Washington, DC and Bryant McKoy of Seattle Washington. Mrs. Mckoy is a retired Business Agent/Political Liaison for Workers United. She has been actively involved in the Harnett County Community as a community activist for over twenty years. She has worked hard to improve the lives of all Harnett County citizens. 

Mrs. McKoy graduated from Shawtown High School and attended Central Carolina Community College. She is a Licensed Cosmetologist.

Mrs. McKoy has been appointed to various NC State Boards of Commissions by several North Carolina Governors as well as serving on various community committees in Harnett County. These appointments include.

  • Appointed to the NC Council for Women in 1995 by Governor Jim Hunt, served for 12 years.
  • Appointed to the NC Community Development Council by Governor Mike Easley in 2005 served to 2012.
  • Organized the African American Caucus of Harnett County Democratic Party in 2003 and is still the current President.
  • Voted delegate to the National Democratic Convention four times
  • Delegate to the National Democratic Convention in 2008 and cast the vote for President Obama to become the first African America President of the United State.
  • Organized the Harnett County Council for Women for Harnett County Commissioners in 1998. Served as President for four years.
  • Foundering member of the Harnett United Police Athletic League
  • Foundering member of the Harnett County Food Pantry
  • Member of the Western Medical Board of Directors served six years
  • Member of the Habitat for Humanity Board of Director 2000 -2004
  • Member of the Board of Trustee of the Harnett Health System, the Harnett County Hospitals
  • Member of Sand Hills Behavioral Health Center Board for Directors 2014-2017
  • Member of Johnson-Lee-Harnett Community Action Board

William Morris, Chairman

William (Bill) Morris was elected to the Harnett County Board of Commissioners on November 8, 2022, representing District 2. Morris was selected as the Vice-Chairman in December 2022. He served Harnett County as the Chief of Police for the Town of Erwin, retiring with 34 years in law enforcement. Morris is the proud owner of a local inspections company within Harnett County.

Morris also served in a leadership position with the Harnett County School System. He was elected to the Board of Education in 2012, serving four years as the Chairman. Morris also currently serves on the Board of Trustees for Anderson Creek Academy and was appointed by the Speaker of the House to serve on the State's Inspection Board. Morris resides in Dunn with his wife, Genia Morris. He has two adult children, who were both raised in Harnett County.

W. Brooks Matthews was elected to the Harnett County Board of Commissioners in 2020, representing District 3. He served as Chairman from 2020-2021. As a Commissioner, Matthews will serve on the Harnett Properties Corporation and Harnett County Parks & Recreation Advisory Committee. Matthews attended Campbell University, where he earned his Bachelors of Science degree in 1976 and Masters of Education degree in 1979. In 2012, he earned an Education Specialist postgraduate degree from North Carolina State University. Matthews has over 40 years of experience in public education in Harnett County. In his career, he has served as a teacher, coach, athletic director, and principal at various Harnett County schools.

Since 2014, Matthews has been Deputy Superintendent with Harnett County Schools.

He has been an active member of his community by serving on the following Boards and Committees in the past: North Carolina High School Athletic Association Board of Directors, Campbell University Alumni Association Board of Directors, Harnett County Habitat for Humanity Board of Directors, and Boys & Girls Club of Central Carolina: Robin Paige Club Advisory Board. Matthews is a long time resident of Harnett County and resides in Buies Creek with his wife of 45 years, Rosa Maria. He has three children, Maria, Jennifer, and Heather, and six grandchildren.


 Lewis Weatherspoon, Commissioner

Lewis W. Weatherspoon was elected to the Harnett County Board of Commissioners in 2020, representing District 4. In 1976, Weatherspoon graduated from North Carolina State University with a Bachelor of Arts degree in Business Management. He then had a successful career in the electronics industry for over 30 years, holding positions as a Sales Representative, Manufacturing Representative, Senior Buyer, and Manager for various companies. In addition, Weatherspoon started his own business, working as an Inspector for various insurance companies to perform safety checks for commercial businesses.

In 2013, Weatherspoon was elected as to the Town of Angier Board of Commissioners and served until 2015 before being elected as the Mayor of the Town of Angier. He has served on the NC League of Municipalities Board of Directors, NC Mayors Association, the Executive Board of the Triangle Council of Government, and the Harnett County Mayors Association. He currently serves on the CAMPO Executive Board, Chairman of the Mid-Carolina Workforce Consortium, serves as the Mid-Carolina representative on the Council of Government Forum, and serves on the Good Hope Behavioral Advisory Board. Weatherspoon resides in Angier with his wife of 41 years, Peggy Pollard Weatherspoon. He has three sons, Jaimie Smith, Brian Smith, and Brad Weatherspoon, 3 granddaughters 1 grandson, 1 great grand-daughter and 1 great grand-son.

 

Matt Nicol, Commissioner

Matthew Nicol was elected to the Harnett County Board of Commissioners in 2020, representing District 5. Nicol currently serves as the Chairman. Nicol is the owner of a local real estate agency, Carolina Lakes Lakeside Realty, LLC, since 2017 in Harnett County. Prior to his career in real estate, Nicol joined the Unites States Army and served as a Non-Commissioned Officer. Matt resides in Western Harnett County with his wife, Alyssa Nicol, and five children, Tyler, Hailey, Sam, Madelyn, and Charlee.
