Plan Review Harnett County requires that all new establishments submit plan review applications prior to initiating construction. In addition, establishments that are changing ownership must also submit plan review applications. The applications must be submitted prior to a transitional permit being issued. Applications must be submitted to Harnett County's Central Permitting Office at 108 East Front Street, Lillington, NC, with the exception of existing camps, limited food events and public pools. These, as well as temporary food event, mobile food unit and pushcart applications, must be submitted directly to the Environmental Health Section of the Health Department.

Food Service Establishment - restaurants, food stands, drink stands, cafeterias, elderly nutrition sites, meat markets, and institution kitchens.
