Plan Review Harnett County requires that all new establishments submit plan review applications prior to initiating construction. These applications must be submitted to Harnett County's Central Permitting Office at 108 East Front Street, Lillington, NC 27546. An establishment that changes ownership may also be required to submit a plan review application if the menu warrants. Change of ownership applications must be submitted prior to the change of ownership and before a transitional permit can be issued. These, as well as temporary food event, mobile food unit and pushcart applications, must be submitted directly to the Environmental Health Section of the Health Department.
