Workforce Investment Act of 1988 Workforce Investment Act (WIA) reforms Federal job training programs and creates a new, comprehensive workforce investment system. The reformed system is customer-focused, to help individuals access the tools needed to manage their careers through information and high quality services and to help employers find skilled workers.

A private sector-led Board appointed by local elected officials. Provides regional workforce planning, policy guidance and oversight for employment services in the four-county area Harnett, Sampson, Lee and Chatham County.
