Goals and objectives

Goal 1. Adults who use the library will have access to current and popular materials that stimulate their thinking, satisfy their curiosities, expand their knowledge of contemporary culture and society, and make their leisure time more productive and enjoyable.

  • Total adult book circulation for the Harnett County Library System will increase by 6 per cent each year for the next five years.

  • Total nonprint circulation for the Harnett County Library System will increase by 7 per cent each year for the next five years.

  • By 2005/2006, at least 85% of the people who use the library to find something to read, listen to, or view will indicate on a survey that they found something to meet their needs.

Goal 2. Children who use the library will have access to a current and aesthetically pleasing collection of books that satisfy their personal reading interests.

  • Total children’s book circulation for the Harnett County Library System will increase by 6 per cent each year for the next five years.

  • By 2005/2006, at least 85% of the parents of children who use the library to find something to read, listen to, or view will indicate on a survey that they found something to meet their needs.

Selected activities

  • The library staff will allocate 20 per cent of the annual operating budget to the purchase of popular materials with a long-term goal of improving the collection while increasing the number of books per capita to the state standard of 2 books per capita.
  • The library staff will purchase nonprint materials that will enhance the collection within the guidelines of the collection development policy and within the constraints of budget.
  • The library staff will focus on readers advisory to the public via NoveList and proactive recommendations via book displays and reading lists on current topics.
  • Each staff member will create one book display and one bibliography annually.
  • The library staff will monitor the number of holds on adult books and will automatically order an extra copy when the number of holds per copy of a title exceeds 5.
  • The library staff will withdraw 3 per cent of the collection annually in order to remove worn and outdated materials from the collection.
  • The library director, with the support and assistance of the library Board of Trustees and the Friends of the Harnett County Public Library will attempt to increase local funding for books and other materials. Currently, the library spends approximately $0.83 per capita on its collection annually; this is far below the state average of $2.57.
  • The library staff will purchase multiple copies of best-seller books in high demand and will continue to use a shorter loan period for best-seller books in high demand to increase turnover.
  • The library will continue to offer outreach services to senior citizens.
  • The library will continue to offer outreach services to homebound patrons.
