Clean water is a necessity for a healthy life. However, many low-income and very low-income homeowners lose access to this critical resource when their wells dry up or become contaminated. Acquiring access to clean water can be cost-prohibitive for many of these residents. That’s where Harnett County Community Development can help!
Community Development’s Utilities Access Program assists low-income and very low-income owners of single-family homes in Harnett County in accessing water service by waiving the water tap fee for approved applicants.
The Utilities Access Program provides one-time assistance to eligible applicants who meet the criteria set forth in the Harnett County Utilities Access Policy. Eligible properties must be located in Harnett County and must be serviced by the Harnett County Department of Public Utilities, and successful applicants will be required to complete connection to their home at their own cost. Successful applicants must also pay any required permitting fees.
To be eligible, homeowners must meet the adjusted income limits established by the U.S. Department of Housing and Urban Development (HUD). Applicants must clearly demonstrate that they own and occupy the property that will be serviced. Applications will be processed annually on a first-come, first-served basis.
The program is a partnership between the Harnett County Board of Commissioners and County Manager’s Office, the Harnett County Department of Public Utilities, and Harnett County General Services. Funding for the program comes from the Harnett County Department of Public Utilities. Since May 2017, 10 applications for assistance have been approved.
