Cancellations, Closures, & Notices due to COVID-19

Harnett County is working with state officials and local agencies to closely monitor the Coronavirus Disease 2019 (COVID-19). The safety and security of our Harnett County employees and citizens is our top priority. 

Effective March 19, 2020, Harnett County officials closed public access to Harnett County Government Office Buildings due to COVID-19. The Harnett County Health Department, Public Library, Boone Trail Community Center & Library, Board of Elections office, the Harnett County Courthouse, Tax Department, and Development Services are allowing public access to their building to support citizens at this time. Harnett County Landfills and Convenience Sites are also operating on a normal schedule until further notice. Residents are encouraged to contact these offices prior to driving to the office to confirm the latest in-person office hours. 

Although the some Harnett County Government buildings are closed for public access, Harnett County Government staff will continue to offer services and provide support to citizens at this time. Citizens are encouraged to visit www.harnett.org to receive services online or call County Departments for assistance with services. A list of County department phone numbers can also be found at www.harnett.org/department-index.asp.

Gov. Roy Cooper announced a careful step forward, moving North Carolina into “Safer At Home Phase 2.5” beginning 5 p.m. Friday, Sept. 4. (View FAQs.) Under Executive Order 163:

  • Mass gatherings will increase to 25 people indoors and 50 people outdoors. 
  • Playgrounds will be allowed to open. 
  • Museums and aquariums may open at 50% capacity. 
  • Gyms and other indoor exercise facilities may open at 30% capacity. 
  • The age requirement for mask wearing will include children down to age 5. 
  • Capacity limits at restaurants and personal care businesses, such as hair and nail salons, will stay the same. 
  • Some places will remain closed, including bars, nightclubs, movie theaters, indoor entertainment and amusement parks. Large venues will still be subject to the mass gathering limits.

All Harnett County Parks & Recreation operated parks and trails are open to the public at this time. Residents are reminded to practice social distancing by staying at least 6 feet away from others and congregate in groups of less than 10. Listed below are additional cancellations and closures for Harnett County Parks & Recreation facilities. 

  • All Open Gym sessions at Boone Trail Community Center & Library (Mon and Thurs nights from 6-830 PM and Sat from 9 AM- 1 PM) are cancelled.
  • The Afterschool Program at the Boone Trail Community Center & Library is currently closed.

Raven Rock State Park's main access, at 3009 Raven Rock Road, is open from 7:00am to 9:00pm.  With high volumes of visitors, there maybe limited parking and long wait times. Be mindful of the time you arrive and when the park closes. The gates will lock at 9:00pm. The restroom will close at 5:30pm.

Primitive backpack camping at the Canoe Camp and Family Wilderness Camp is open by reservation only. Walk-in reservations are not being accepted at this time. Campers must arrive before 7:00 pm day of reservation. You must check in with a park ranger prior to going to your site. Information regarding camping will be given to registered campers upon reservation.

Mountain Laurel Loop Bicycle Trails and parking are open from 8:00am to 7:00pm.  778 Moccasin Branch Road

Please note: The visitor center, most restrooms, all picnic areas, and water fountains remain closed, so please be prepared and bring your own water.

Social distancing rules are in effect and will be enforced. Please put space between you and others.

The Harnett County Public Library has resumed public operations with safety restrictions starting Monday, June 22. To help limit the spread of COVID-19, the library is observing new policies and operating hours.

The current hours of operation for the main branch located at 601 S. Main St. in Lillington are:

Monday through Thursday: 10:00 - 6:00
Friday: 10:00 - 5:00
Saturday: CLOSED

These are the new provisional safety policies and guidelines that will be observed starting June 22:

  • As of June 30, 2020, face coverings for patrons are required inside the library building.
  • Patrons are encouraged to wait 6 feet apart and to avoid close contact with others.
  • Materials and holds are available for pickup inside the library and via curbside pickup.
  • Overdue fines will not be assessed through June 30. Regular circulation and fine procedures will return starting July 1. Click here for information about our circulation and fine policies.
  • Dropboxes are open and returned materials are isolated in quarantine for 72 hours before returning to circulation. Be advised that returned items may still appear on patron accounts while they are in isolation. Patrons will not be charged any fines or penalties during the quarantine period.
  • Patrons are limited to one 60 minute public access computer session per day and must request a sanitized keyboard and mouse from the front desk before logging on.
  • Meeting rooms and spaces are unavailable until further notice.
  • Staff assistance and interaction may be limited to maintain social distancing.
  • Virtual and distance services and programs will continue to be available. See the links below for more information.

Harnett Regional Water (HRW) is committed to the health and safety of our customers and employees. We are taking the spread of COVID-19 very seriously and continue to monitor the latest local, State and Federal Guidance. In order to minimize the spread of the virus, HRW is taking the following steps for our customers:

  • HRW is suspending all water disconnections due to non-payment and late fees until July 29, 2020. We want to ensure that all of our customers have safe, clean water for washing and drinking.
  • Please remember and be aware that HRW water and sewer bills are not being waived. We are simply allowing customers additional time to pay their bills without the account being disconnected or charged late fees. HRW will make every effort to work with customers affected by this crisis to get their account balances paid.
  • HRW’s administrative office at 700 McKinney Parkway in Lillington, NC is closed for public access and all customers are encouraged to use other bill payment methods during this time in order to slow the potential spread of the virus. These methods include paying online, by mail, by telephone through our interactive voice response system, using the drop-box or drive-thru lanes.
  • Applications for new services can be submitted online and verified through a follow up call to our staff.
  • We are also suspending all services requiring employees to go inside a customer’s residence for any reason other than an emergency situation.

Due to COVID19 Harnett County office buildings will be closed for public access. This closure includes the Harnett County Sheriff’s Office and the Harnett County Detention Facility. We will be suspending Jail visitations, pistol permits, concealed carry permits, fingerprint services or any other service that requires your presence until further notice. Attempts are being made to contact all individuals with prior appointments. Effective March 19, 2020, the Harnett County Farm Service Agency will close offices for public access. Citizens can contact staff at 910-893-5101 ext 2.
