Residential Healthcare Facilities

Planning Workbook for Emergency Plans

As of June 2020, the Harnett County Emergency Management Division requires all Residential Healthcare Facilities, including but not limited to Assisted Living Facilities (ALF), nursing homes, hospitals and other residential healthcare providers that reside in Harnett County, and who must submit emergency plans to our office as per CMS guidelines, to now submit their plans with the following Emergency Management Planning Criteria for Residential Healthcare Facitilies workbook.

This workbook acts as a guide for the development of emergency plans at your facility, and will be used as a crosswalk during review.  Please follow the directions on the front of the workbook.

The facility emergency plans, a completed copy of the planning criteria workbook, and a facility Fire Plan (that has been reviewed by the Harnett County Fire Marshal's Office) should be submitted for review to our office via email: HCEM@harnett.org.  Upon completion of the review, we will send back a copy of the workbook with any suggestions or comments.  Harnett County Emergency Management does not approve any plans, however, our goal is to help you provide the best possible emergency plans for your residents.

You can find a copy of the Emergency Management Planning Criteria for Residential Healthcare Facitilies workbook HERE.

Additional information on disaster response and recovery planning for RC/AL Facilities can be found here: A Guide for Adult Care Facilities: Disaster Response and Recovery Planning.
