In accordance with NC General Statute 130A-(101), all birth records should be filed with the Local Registrar within ten (10) days of occurrence. All certified copies of birth, death, marriage, and other vital statistics must be requested through the Harnett County Register of Deeds located at 305 W Cornelius Harnett Blvd Suite 200, Lillington, NC 27546.
To request an amendment to be made to a birth certificate, please contact NC Vital Records at 919-733-3000.
For births occurring at home where no certified midwife is present, the mother is responsible for registering the birth with the Local Registrar. The following information is required for this process:

Proof of delivery or pregnancy (Prenatal care records, ultrasounds with mother’s name visible, etc.)
One of the following forms of state or government issued ID:
-State-issued driver’s license
-State-issued non-driver photo ID

-US Military ID (with signature)
-Veteran’s ID Card
-Tribal enrollment card
-Work authorization card
-Permanent resident card
An original copy of an Affidavit of Birth for Homebirths, completed and notarized. Affidavit of Birth
Vital records can be submitted in person at the Harnett County Health Department located at 307 W. Cornelius Harnett Blvd in Lillington, Monday-Friday between the hours of 8:00 AM until 5:00 PM, or mailed to the following address:

To request a Home Births Registration packet to be mailed to you, please contact the Deputy Registrar at 910-814-6232. Please allow 5-7 business days after submission of all documentation for the record to be processed before requesting a copy of the birth certificate from the Register of Deeds.
*Note that a birth certificate must be requested through the Register of Deeds, and will not be automatically mailed to you after registration.
