Commissioners June 20 Meeting Recap

Harnett County Board of Commissioners held a regular meeting yesterday evening in the Commissioners Meeting Room at the Harnett County Resource Center and Library.

Commissioners kicked off the meeting with unanimously approving several action items in the consent agenda. These action items included:

  • Approval of Harnett Area Rural Transit System (HARTS) FY 2024 5311 Administrative grant pre-application documents as requested by NCDOT/IMD.
  • Approval for Soil and Water Conservation to revise the StRAP project area to target debris intensive areas along Neills and Kenneth Creeks to make best use of the funds awarded ($379,528) as a result of the March 2022 application.
  • Approval for Harnett County Emergency Services to accept a funding award for the NC Emergency Management (NCEM) Capacity Building Competitive Grant (CBCG). This grant is a zero county match, NCEM reimbursable grant. This grant is based on NCEMs FY 22 Target Funding Priorities for response and recovery operations.
  • Approval for Harnett County Emergency Services to move forward with the Motorola Notice to proceed with the ARPA VIPER Radio Projects.
  • Approval of a local appropriation Grant Agreement with The Shaw House in the amount of $50,000.
  • Approval to adopt the proposed changes to the Commissioners Rules of Procedure.
  • Approval to adopt a Project Ordinance for the Harnett County Jetport terminal.
  • Approval for General Services/Animal Services Director to accept the donation of $5,218.55 from the estate of Mr. Joseph Leonard Parker of Angier, NC.

Following the public comment period, County Commissioners recognized the Harnett Central High School Lady Trojans Varsity Softball Team for their outstanding athletic and academic achievement for the 2022 softball season.

Next, Commissioners opened a public comment period for citizens to address the Board. There were five citizens to provide remarks on various topics.

County Manager Brent Trout then requested the approval of two budget amendments. The request includes an increase in funding for laundry and dry cleaning equipment at the detention center due to a recent fire and an interfund transfer for capital maintenance. Commissioners approved this request.

County Commissioners opened a public hearing regarding proposed amendments to the Harnett County Emergency Services Ambulance Ordinance. There was one citizen to provide remarks. Commissioners voted to approve these proposed amendments.

Commissioners opened a second public hearing for a proposed zoning change from residential to commercial at the intersection of Rawls Church Road and US Hwy 401 North in Hector’s Creek Township. There was one citizen to provide remarks. Commissioners approved this zoning change.

Commissioners opened a final public hearing for a proposed residential zoning change on Neighbors Road in Averasboro Township. There was one citizen to provide remarks. Commissioners approved this zoning change.

Next, Commissioners approved the Fiscal Year 2022-2023 County Budget. This budget will be the spending plan for the County from July 1, 2022 through June 30, 2023. Interested individuals can view the approved Fiscal Year 2023 budget at harnett.org/budget later this week.

County Manager Brent Trout then provided his County Manager’s report, which included the Veterans Services activity report, Department of Public Health activities summary, and interdepartmental budget amendments.

Last, Commissioners discussed the following new business items.

  • The Sheriff’s Office request to approve the donation of Rambo to another law enforcement agency.
  • The Sheriff’s Office request to approve the 2022 Harnett County Health Plan for Harnett
  • County Detention Center.
  • The approval of Budget Contract Amendments for the transition to Mid-Carolina Workforce Development.

Commissioners approved all three of these new business items.
