The Development Services Department includes the following sections: Planning, Central Permitting, and Inspections. Our mission is the preservation and promotion of the quality of life for all residents of Harnett County through proper planning, land use, and construction practices. Planning regulates and enforces the following for Harnett County: The Harnett County Unified Deveolpment Ordinance which contains Zoning Regulations, Subdivision Regulations, Communication Tower Regulations, Manufactured Home Park Regulations, Flood Damage Prevention Regulations, Water Supply Watershed Management and Protection Regulations, Historic Preservation Regulations, and The Land Use Plan for the County. The Building Inspections Department enforces North Carolina State Building Codes.

Reminders Regarding Firearm Discharge

As a reminder, Harnett County has established a Unified Development Ordinance (UDO) with requirements for the use of indoor and outdoor firing ranges and other firearm related activities including Turkey Shoots, Certification Facilities and Gunsmithing.

Harnett County also adopted a Noise Ordinance and a Firearms Discharge Ordinance that help provide guidelines for conducting certain activities.

The County does support our resident’s constitutional rights, and we ask that you review these Ordinances to make sure you are following regulations and providing a safe and peaceful environment while utilizing firearms.  These regulations are enforceable by the Harnett County Planning Department and the Harnett County Sheriff’s Office.

COVID-19 Updates

Effective March 19, 2020, Harnett County officials closed public access to Harnett County Government Office Buildings due to COVID-19. Development Services staff will continue to offer services and provide support to citizens by phone and email.
