Harnett County's Americans with Disability (ADA) program is located within the Harnett County Human Resources Department. It is responsible for ensuring that all departments comply with Title I and II of the ADA.
Americans with Disability Statement Act Policy
The Americans with Disabilities Act of 1990 (ADA), as amended by the Americans with Disabilities Act Amendments Act of 2008, prohibits discrimination against qualified individuals with a disability. The ADA provides comprehensive civil rights protections to individuals with disabilities in the areas of employment, public accommodations, and governmental services.
Title I of the ADA prohibits Title 1 private employers, state and local governments, employment agencies and labor unions from discriminating against qualified individuals with a disability with regard to employment and employment opportunities. All decisions related to employment, including, but not limited to, recruitment, selection, training, assignment, reassignment, promotion, compensation, transfer, and benefit, will be made based on the individual’s knowledge, skills, and abilities, in conjunction with the needs of the County, while considering any requested reasonable accommodation.
Title II of the ADA prohibits of state and local governments from discriminating against qualified individuals with disabilities in providing services, programs, and activities, as well as in providing access to public facilities. Regulations implementing Title II of the ADA call upon state and local governments to ensure that individuals with physical and mental disabilities are afforded equal opportunity to participate in any public benefit programs, services, and activities. Harnett County strives to ensure that individuals with disabilities can use, participate in, and enjoy the services, programs, and activities, as well as facilities, which the County provides.
It is the policy of Harnett County not to discriminate on the basis of disability against any qualified individual.

In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 (ADA) It is the policy of Harnett County not to discriminate on the basis of disability against any qualified person. Harnett County strives to ensure the County’s compliance with all provisions of the ADA which requires that each program, service, activity as well as all facilities are readily accessible and usable by individuals with disabilities.
Employment
It is the policy of Harnett County to provide equal opportunity in all aspects of employment for qualified individuals with disabilities, pregnancy, childbirth, or related medical conditions, and sincerely held religious beliefs and practices consistent with all federal and state laws. This is in accordance with the Americans with Disabilities Act (ADA), as amended by the ADA Amendments Act, the Pregnant Workers Fairness Act, Title VII of the Civil Rights Act, and all other applicable federal and state laws. Consistent with this commitment, the County provides reasonable accommodations in employment to qualified applicants and employees if the reasonable accommodation would allow the individual to perform the essential functions of the job, unless doing so would create an undue hardship.
Modifications to Policies and Procedures
Harnett County will make reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activities.
Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity of Harnett County, should contact the office of the ADA Coordinator as soon as possible.
The ADA does not require Harnett County to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.
