Passport Services
The Harnett County Register of Deeds is proud to serve as an Authorized U.S. Passport Acceptance Facility. By appointment, we accept completed applications for new U.S. passports and forward them to the U.S. Department of State for processing and issuance determination.
Applicant Requirements
All applicants submitting Form DS-11 for a new passport must:
- Appear in person.
- Submit proof of U.S. citizenship, such as:
- Certified birth certificate
- Previous U.S. passport
- Naturalization certificate
- Submit proof of identity, such as:
- Driver's license
- Military ID
- Other government-issued photo identification
- Submit your Social Security number or documentation verifying your Social Security number.
- Provide one recent, high-quality 2" x 2" passport photograph. Passport photos are available in our office for $15 per applicant.

Fees and Payment Information
Two separate payments are required:
U.S. Department of State Fees
The passport application fee must be paid directly to the U.S. Department of State by check (personal, certified, cashier's or traveler's) or a money order.
Harnett County Register of Deeds Fees
- Passport Execution (acceptance) fee: $35 per application
- Passport photo fee: $15 per applicant (optional)
Register of Deeds fees may be paid by cash, Visa or MasterCard.
For your convenience, our office can make copies of required supporting documents for $0.10 per page. Effective July 1, 2026, the copy fee will increase to $0.25 per page.
Appointment Information
Appointments are available Monday through Friday between 8:00 a.m.-11:00 a.m. and 1:00 p.m.-3:00 p.m. (excluding holidays)
Walk-ins are welcome; however, appointments are strongly encouraged and will receive priority service. Each application is unique, so we will review your specific circumstances and advise you on the documents needed to ensure a smooth appointment. Please call us at 910-893-7540.
Passport Renewals
Many adult passport renewals may be completed online or by mail if eligibility requirements are met. Visit the U.S. Department of State website at travel.state.gov for applications, instructions, and detailed information.
