Harnett County Assistant County Manager Michael Morrow Achieves ICMA Credentialed Manager Status

Picture of Michael MorrowHarnett County Assistant County Manager Michael Morrow has earned the Credentialed Manager designation from the International City/County Management Association (ICMA), a distinction held by just over 1,300 local government professionals worldwide.

The credential recognizes excellence in leadership, ethical governance, effective management, and a strong commitment to lifelong professional development. Recipients must demonstrate senior-level government experience, hold an academic degree, and consistently uphold the highest standards of integrity and performance.

“I am deeply honored to receive this designation from ICMA,” said Morrow. “It reflects my ongoing commitment to transparent, ethical, and innovative leadership on behalf of Harnett County. It is a privilege to serve this community, and I will continue to uphold the County’s core values and advance its vision for the future.”

Morrow joined Harnett County in October 2022 as Assistant County Manager. Prior to that, he served as Operations and Public Works Director for the City of Palm Beach Gardens, Florida, for 22 years, leading key infrastructure, public services, and organizational initiatives. He holds a Bachelor of Public Management from Florida Atlantic University and a Master of Science in Organizational Leadership from Palm Beach Atlantic University.

Dedicated to civic engagement and professional growth, Morrow is a 2024 graduate of Leadership Harnett and an active member of the International City/County Management Association (ICMA), the North Carolina City & County Management Association (NCCCMA), and the American Public Works Association (APWA).
