To protect the citizens and environment of Harnett County from the effects of disasters and emergencies through a unified and comprehensive emergency management program of mitigation, preparedness, response, and recovery by local, State, and Federal partners, private industry and volunteer organizations.
Emergency Management is a coordinated effort involving local, state, and federal government agencies as well as volunteer orginizations. Within an intergrated emergency management framework, these entities assist citizens and their communities to prepare for, respond to, recover from and eliminate or reduce the efforts of natural or manmade emergencies and disasters.
County of Harnett Request for Proposal For Hazard Materials Transportation Exercises
Scope of Work: Harnett County Emergency Management is seeking a vendor to design, facilitate, evaluate and provide HSEEP compliant after action reports for two tabletop exercises focusing on a chemical release from a transportation vessel. The first exercise will be focused on public safety agency response and the second focused on the preparation, response and recovery with all partners related to a major chemical transportation incident. Functional areas that need to be exercised are: identification, response, containment, decontamination, staging, command, accountability, triage, emergency department surge, evacuation, etc. Other areas may be identified during the planning process. Dates of the exercises will be agreed upon at the initial planning meeting.
Location: The location of both exercises will be determined at the initial planning meeting.
Staffing Requirements: The approved vendor will provide staffing to facilitate planning meetings, exercise setup/demobilization, and evaluation.
Proposals: Shall be submitted to Harnett County Emergency Management via email at HCEM@harnett.org or by mail at PO Box 370, Lillington NC 27546 and shall be received by 5pm on April 21, 2023.
Award: The County of Harnett will award the project based on the following items: Prior experience (30%), Vendor qualifications (30%), and Cost (40%). In the event of a tie, the award will be made based upon lowest price. It is the goal of the County of Harnett to award this project by May 1, 2023. Once notified the approved vendor will have 15 business days to submit documentation to become an approved vendor for the County of Harnett. The vendor packet will be shared at the time the award notification is made.
Reporting Requirements: All final documentation related to this exercise shall be received by Harnett County Emergency Management by close of business (5pm) on January 31, 2024. No payment will be guaranteed if final documents are not received by the deadline. All documents shall be submitted in the current FEMA Homeland Security Exercise and Evaluation Program format. Invoice shall be submitted in final documentation package.
