Central Permitting

A building permit is required for any storage building larger than 12’ x 12’. Please complete the Storage Building/Deck/Pool Packet, which can be found under Central Permitting Applications on the Central Permitting webpage. Please send your complete application submission in the form of PDF attachments via email to centralpermitting@harnett.org and please include the address/PIN in the subject line of the email for processing. 

For residential projects, please complete the relevant permitting packet or application, which can be found under Central Permitting Applications on the Central Permitting webpage. Please send your application submission in the form of PDF attachments via email to centralpermitting@harnett.org and please include the address/PIN in the subject line of the email for processing. 

Please know the only applications that can be completed online are mechanical changeouts and turkey shoot permits, which can also be submitted via email. All other applications need to be submitted via email at centralpermitting@harnett.org.

Please complete the Manufactured Home Packet, which can be found under Central Permitting Applications on the Central Permitting webpage. Effective July 1, 2004, a Moving Permit must be obtained from the Tax Department of the county the manufactured home is being moved from and will need to be submitted during the permitting process. Please send your complete application submission in the form of PDF attachments via email to centralpermitting@harnett.org and please include the address/PIN in the subject line of the email for processing.

Please contact Harnett Regional Water at (910)893-7575 to confirm whether your property has access to county water.  

Water tap fees differ by project type. Please determine whether the project is a residential or commercial project. For commercial projects, please contact Harnett Regional Water at (910)893-7575. For residential projects, please contact the Harnett County Central Permitting Office at (910)893-7525 opt. 1.

Please complete the Application for a Foster Home Inspection, which can be found under the Fire Marshal Applications on the Central Permitting webpage. Please send your application to centralpermitting@harnett.org for processing. Once processed, the applicant may call 910-893-7525 opt. 1 to make the $25 payment and schedule the foster home inspection. 

A Special Land Use Permit is required for a Customary Home Occupation, which the Unified Development Ordinance (UDO) defines as “any use, whether intended to produce income or not, conducted entirely within a dwelling and carried on by the occupants thereof, whose use is clearly incidental and secondary to the use of the dwelling for residential purposes and does not change the character thereof.” Please complete the Home Occupation Application, which can be found under Central Permitting Applications on the Central Permitting webpage. Please send your application to centralpermitting@harnett.org  for processing. Once processed, the applicant may call 910-893-7525 opt. 1 to make the $25 payment and schedule the zoning inspection. 

Please complete the Pre-Development Application, which can be found under Central Permitting Applications on the Central Permitting webpage, and create a thorough Preliminary Site Plan. Please provide as much detail as possible so the departments can give accurate feedback. The Site Plan should show details like parking, buffering, fields, any structures, drive aisles, etc. The County’s GIS system may be used to develop a hand-drawn Site Plan: https://gis.harnett.org/gisviewer/ If an existing building is part of the development plans, please also include a proposed building layout in the submission for the departments to review. Please send the Pre-Development Application, Preliminary Site Plan, and Proposed Building Layout (if applicable) to centralpermitting@harnett.org for processing. Once these documents are received, the soonest available appointment time will be offered for a virtual meeting to take place via Microsoft Teams.
